Introduction
Rayat Shikshan Sanstha, the legendary institution was founded by the Late Padmabhushan Dr.Kaemaveer Bhaurao Patil. He was the champion of duty and hence his name is prefixed as “Karmaveer”. He dedicated his life and devoted every fibre of his being for the betterment of the poor and marginalized masses. He open the door for those who were deprived of the opportunities of education and were unable to better themselves by obtaining knowledge. He stood firmly in the midst of nerve-wrecking storms and struggles, given a lifelong light to those groping in the darkness of ignorance with a torch of knowledge held high in his hand. This great sage left behind his footprints which, we should embrace and march the path lying before us. The contribution of Late Shri.Tukaram Hari Wajekar alias Veer Wajekar to the welfare of Uran is unparallel. In 1964 he founded T.H.Wajekar Secondary School and brought the stream of education in Uran Taluka. This small stream has now taken shape of an ocean as Veer Wajekar College and several school of sprung out in Uran & Panvel areal. His yeomen’s service has helped the spread of education in not only Uran-Panvel but throughout Raigad District. He was deeply influenced by the reformist zeal and thoughts of Mahatma Phule & Karmaveer Anna.
Veer Wajekar Arts, Science & Commerce College, Mahalan Vibhag, Phunde started in June 1989. From its very inception, this college has been endeavoring to transform the students into multifaceted, excellence pursing and competent person so as to enable them to shoulder the challenges of the new-area. This is a multi-faculty college generously patronized by JNPT, NSICT and common folks in this area. With its quality education, relevant courses and beautiful ambience, college has become a unique educational complex on this area. The college aspires to make its students good citizens and responsibility member of the society. This college tries to inculcate in students a sense of responsibility, Pursuit of knowledge and his commitment of the society. The college believes that intellectual honestly, personal integrity and high moral values and essential aspects of life. - ADMISSION
- RULES FOR ADMISSION
- Right for admission is reserved by the Principal.
- A student seeking admission to this college shall present himself with an application form duly filled in and signed by his / her parent / guardian.
- No admission shall be regarded as granted unless it is granted by the authority and the necessary fees have been received by the college.
- All admissions are valid only for one academic year and it is required to be renewed in the prescribed form for every sub sequent year.
- Once a students admitted will be considered as duly admitted for the academic year unless he informs the Principal in writing of his intension to cancel the admission and leave the college, at least a week before the commencement of the second term. If no such intimation is received, full fees for the second term will have to be paid.

III. Cancellation and Refund of fees
Students can cancel the admission, and the document will be immediately or latest within 48 working hours. Fees will be refunded as per ordinance 0.2859 (refer circular no. UG/412 of 2008 dated 11th September 2008).
0.2859: Refund the Tuition, Development and all other fees cancellation of admission:
The candidate who has been taken admission in under graduate courses in Government colleges, in Government aided colleges and unaided courses conducted by affiliated colleges and recognized institutions may request for refund of fees after applying in writing for cancellation of their admission to the course. The refund of fees after applicable shall be made on or before the 30th day after the date of cancellation and thereafter. The percentage of fees for the course shall be refunded to the candidate after deducting charges as follow

Note: The total amount considered form the refund of fees from the commencement of academic term of the courses included the following
- All the fee items chargeable for one year are as per relevant university circulars for different faculties ( excluded the courses for which the total amount is fixed by other competent authorities )
- The fees charged towards group insurance and all fee components to be paid as University share (included Vice Chancellor fund, University fee for sports and cultural activities, E-charge, disaster management fund, examination fee ) are non refundable if payment is made by the college prior to the date of cancellation.
- Fee collected for identity card and library card, Admission form and prospectus, enrolment and any other course specific fees are NOT REFUNDABLE after the commencement of the academic term.
- All refundable deposits (laboratory caution money and library etc.) shall be refunded at the time of cancellation.
Provided that wherever admission is made through centralized admission process for professional and/or for any other courses by other competent authorities (as per the rules of relevant agencies) for the 1st year admissions. In case of admission to subsequent years of the course, 0.2859 is applicable for cancellation of admission.
Provided further that this refund rule is concurrent with rule and guidelines of other professional statutory bodies appointed for admission for relevant courses.
Further that 0.2859-A&O.2859-B have been repeated and the amended 0.2859 relating to the refund of tuition fees, development and all other fees after cancellation of admission for the under graduate courses has been brought into force with effect from the academic year 2008-2009
- Discipline
- Students should always were their valid college identity card whenever in the college or should be produced whenever demanded by any of the college staff. No student is allowed to enter in the college premises without valid identity card.
- In case of the any problem, personal or academic, students should report to the respective class teacher or faculty in-charge or the principal who will help them to solve their problems.
- Every student is responsible to the college and should take almost care of the college premises /property. Any damage done the property of the college is to be compensated either individually or collectively.
- Any damage to the college building, furniture and fixture by the students shall be treated as breach of discipline.
- Students are advised to take care of garden, plants, flowers etc.
- Students should observe good punctuality. Appropriate action will be taken against late comers.
- No committee or organization of students is permitted in the college.
- Students will not be allowed to bring any outsider with them in the college but in special case parents or any outsider may be allowed with prior permission and valid reason and entering the name on the gate register.
- No person, other than college staff can be invited to address any meeting or to participate in the college activity without prior permission of the Principal.
- Students are not supposed to loiter in the college corridors or college premises.
- Students are expected to be seated in their respective classrooms at the stroke of the first bell and wait for the teacher. Students are to make use of the library/reading room during free periods.
- Smoking is strictly prohibited in the college premises.
- If the conduct of any students is detrimental to the college, the Principal may ask the student to leave the college without assigning any reason. The Principal’s decision is final regard.
- No student shall collect any money without the written permission of the Principal.
- Discipline and good behaviour are expected from the student’s at all social/cultural Programming and celebrations at the college.
- No notice shall be put on the notice boards, including black boards without the written permission of the principal or the faculty members authorized in the matter concerned.
- Students shall not organize picnics, excursion trips etc. on their own, without written permission of the Principal.
- All programmes, meeting, gathering, functions, picnic, hiking, etc., will organized only with prior written permission of the Principal.
- The power relating to the disciplinary action in the college will with the Principal and his decision in this respect shall be final. Anyone who violates the code of conduct will be severely dealt with.
- Students are not allowed to make complaints in a body or present any collective petition, but they are welcome to present their case, if any, individually.
- All the circulars, notices related to scholarships, examinations and other programmes etc. are displayed on the college notice board. Concerned students will he held responsible for the loss, if they failed to read the notices.
- Use of mobile/Cell phone is strictly prohibited in college campus.
V.Behaviour and Conduct
- Students are prohibited from doing anything inside or outside the college that will interfere in college administration or affects its public image. No outside influence, political or any other should be brought into the college, directly or indirectly.
- Courtesy and respect must be the key aspects of student’s behaviour disrespect and disobedience may result in disciplinary action, involving suspension or even expulsion.
- When the teacher enters the classroom, the students must rise, remain standing still they are directed to sit down. When attendance roll is called, each one must rise and give the presentee.
- Students are expected to greet all visitors and members of the staff with respect. They should always remember that the college is judged by their conduct. Any major breach or discipline and courtesy, as also disrespect for the members of the college staff, will be treated as serious and responsible students for such misbehaviour will be summarily dismissed.
- Scribbling on the walls and desks etc. should be avoided. If any student is found scribbling the walls desks, disciplinary action shall be taken against him/her.
- All students are responsible to the college authorities for their behaviour both in the college and outside the college both individually and collectively. Any reported or observed objectionable conduct outside the college on the part of the students shall render them liable for disciplinary action.
- Congregating on the road in front of the college or at the entrance of the college creates a bad impression on the passersby and therefore, is to be avoided.
- Students are not expected to sit on the steps of the staircase or on the steps of the portico of the college.
- Students have to park their vehicles at the parking place only movements of vehicles in the college campus shall be in a moderate speed only.
- Throwing about waste paper, defacing the walls and committing nuisance on the college grounds are punishable offences.
- Students must not join any club or society or make any engagement that would interfere with their academic schedule, without the prior permission of the Principal.
- Students are not allowed to play in any term against the official team of the college.
- Students are forbidden to organize or attend any meeting within the college or collect money for any purpose from students and outsiders or to circulate among the students any notice or petition of any kind or paste it on the college notice board without the written permission of the Principal.
- The college is not responsible to goods and ornaments or money lost etc in college premises. It is advisable not to bring valuables to the college.
- No books (other than text books or reference books or library books), magazines etc. May be brought to the college.
- All should be particular about cleanliness of the college. They should use the baskets and bins specially provided for.
- Habitual Idleness, late coming, wilful disobedience or misconduct, individually or collectively will be seriously dealt with.
- Students suffering from diseases infectious by a Registered Medical Practitioner and which requires quarantine or segregation will not be permitted to attend the college without being certified as cured by the same medical practitioner.
- Any student who is persistently insubordinate or is repeatedly or wilfully mischievous or is guilty or malpractice in connection with examination or has committed an act of serious indiscipline and/or misbehaviour, or who, in the opinion of the Principal has an unwholesome influence on his fellow students may be suspended from the college for specified period or even expelled from the college.
- Insubordination and indecent language or conducts are sufficient reasons for the dismissal of the student.
- Students should switch off the light, fans etc. when not required and also while leaving the classrooms/laboratories/library.
- Student should make themselves familiar with the college rules and regulation concerning them and also with the regulation and notice issued by the college from time to time.
- Students joining the college are, by that very fact, deemed to accept and observe all the rules and regulations of the college to the entire satisfactions of the college authorities.
- Identity Card
The students must always wear their identity cards as long as they are in the college premises. They will not allowed to attend the classes, enter the library and participate in the extracurricular activities unless, they have their identity cards in their neck.
VII. About Mobile Phones
Bringing of Mobiles within the campus is strictly prohibited as per the university norms. If any student’s found with mobile, the mobile set shall be forfeited and strict action shall be taken against the student.
VIII. Ragging is Prohibited
Government of Maharashtra has notified ragging as a cognizable offence. Any one reported to be involved in any form of ragging will be severely dealt with. Therefore students are advised to restrain from indulging in any form of ragging.
- ATTENDANCE AND GRANT OF TERMS
Attendance of students is required by 0.119, 0.120 and 0.125
- Ordinance 0.119, 0.120 and 0.125 :-
The examination issued by the University wide circular no. UG/235/98 DATED 03/07/1998 RELATING TO 0.119 says that – “ For granting or terms, attendance of 75% if theory, practical and tutorials (wherever prescribed ) Separately will be required, out of the total no.of lectures, practicals and tutorials conducted in the term” .
- Ordinance o.125 :-
It states that “ To keeps a term at a college or recognised institution, an undergraduate must complete to the satisfaction of the Principal of the Head of Institution, the course of study at the college or institution prescribed for such terms for the class to which such undergraduates then belongs”.
Students who fail to maintain the condition of minimum attendance on account of bonafide illness, or any reason which is deemed right by the principal, should apply in writing to the Principal, for leave or absence, prior or within two days from the date of commencement of such leave, failing which they will be treated as defaulters.
All applications for leave of absence along with medical certificate, if any, should be submitted to the Principal and not directly to any teacher.
- General Rules Pertaining To Attendance
- Students who request leave of absence from lectures/practicals/tutorials for participating in sports, cultural or any other activities on behalf of the college should submit the application countersigned by the respective teacher.
- All decisions pertaining to grant of terms will be decided by an Attendance Committee Duly constituted by the college.
- An Appeal to the Parents / Guardians (Very Important)
General
- Parents and Guardians are requested to go through the “Prospectus” while admitting their wards to the college.
- They are requested to meet at least twice in a year to the class teachers/ Head of the Department/ Principal to have the information about the progress of their ward.
F.Y./S.Y. Classes
- The examinations of these classes are either term end or semester basis. So parents are requested to see the regularity and compliance of internal examinations or evolution of their wards, accordingly.
T.Y./P.G. Classes
- Parents are requested to see the progress of their ward at all examination to be conducted by the university.

- Instruction to Candidates About Examination
- Be in time .A candidate who is late by more than 30 minute shall not be admitted to the examination hall.
- Identify card & Hall ticket is absolutely essential for students appearing Examination.
- No candidate shall be permitted to leave until half an hour is over after the questions papers have been distribute.
- Enter on the title page the class, subject, section and seat number.
- Write on both sides of the page, unless otherwise instructed. Rough work should be written on the left hand side or on a separate supplement. Answer each question on a new page and number it.
- No pages shall be torn off the answer-book given to the candidate.
- Nothing shall be written on the question paper.
- Exchange of written material, stencils, mathematical instruments etc. is strictly prohibited. Apply to the supervisor in case any thing is needed but do not leave the seat on any account, at any time nor leave the examination hall during the last ten minutes.
- A candidate is liable to disciplinary action for use of unfair means e.g. if he / she-
- Keeps with him / her any book notes or any other written material.
- Speaks to or communicates, in any other way with another candidate.
- Disobey any instructions issued by the senior or junior supervisor or is guilty of rude or disobedient behaviours.
- Any use of unfair means during the examination is liable to severe penalties as per the ordinance.
- Ten minutes before the close, a w3arning bell will be rung, after which no candidates will be permitted to leave the hall. At the second bell, all must stop writing and ready to handover the answer booklets to the supervisor.

IMPORTANT NOTE: APPLICABLE TO FIRST YEAR, SECOND YEAR & THIRD YEAR DEGREE
CREDIT, GRADE AND SEMESTER SYSTEM TO BE INTRODUCED FROM THE ACADEMIC YEAR 2011-2012 (ARTS, COMMERCE AND SCIENCE FACULTY ONLY) BY UNIVERSITY OF MUMBAI.
The number of credits awarded to students is determined by Credits Value or Credit Points assigned to a particular course. Generally there are four different types in the entire programme conducted at University of Mumbai.
Compulsory Courses = 4 credits per course
Core / Special Courses = 3 credits per course
Applied Components = 3 credits per course
Foundation courses = 2 credits per course
Skill Course = 2 credits per course

- Scheme of Evaluation
The performance of the learners shall be evaluated in two parts internal assessment with 25% marks by way of continuous evaluation and by semester and by semester and assessment with 75% marks by conducting the theory examination.
- Modality of Assessment
Internal Assessment 25 marks 25
- One periodical class test / cast studies on line or a combination of these 20 marks
- Active participation in class instructional deliveries 05 marks
Semester End Assessment 75% Marks 75 marks
- Duration- These examination shall be of 2.5 hours duration.
- Question Paper pattern :
- All questions shall be compulsory with internal choice within questions.
- Question may be sub divided into sub question a, b, c, d & e only
- Allocation of marks depends on the weightage of the topic
Note: Exam pattern will be as per the decision of the Mumbai University as amended time to time.
- Passing Standard
- The learner shall have to obtain minimum of 40% marks in aggregate to qualify each course where the course consists of internal assessment and semester end examination. However the learners shall obtain minimum of 40% marks. i.e 10 out of 25 in the Internal Assessment and 30 out of 75 in semester end examination.
- To qualify each course minimum grade E shall be obtained by the learners in each course and project where application in particular semester.
- Performance Grading
The performance grading of the learners shall be on the seven point ranking system as under:

The performance grading shall be based on the aggregate performance of Internal Assessment and Semester End Examination
- Carry Forward of the Marks
- A learner who PASSES in the Internal Assessment but FAILS in the Semester End Examination of the course shall reappear for the semester End examination of that course. However his/her marks of the Internal Assessment shall be carried over and he/she be entitled for grade obtained by him/her on passing of the complete course
- A learner who FAILS in the Internal Assessment but PASS in the Semester End Examination of the course shall submit and reappear for the Internal assessment in the form of project for that course. However his/her marks of Semester End Examination shall be carried over and he/she be entitled for grade obtained by him/her on qualifying the course
- Allow To Keep Terms (ATKT)
A learner shall be allowed to keep term for semester II irrespective of number of head of failure in the semester I.
A learner shall be allowed to keep term for semester III if he/she passes each of semester I and Semester II.
OR
A learner who fails in not more than four courses of semester I and Semester II taken together with not more than two courses at each of Semester I & Semester II (For Arts and commerce only)
A learner who fails in not more than six courses of semester I and Semester II taken together with not more than three courses at each of semester I & semester II (For Science faculty ,for all subjects ,carrying 900 or more marks)
A learner shall be allowed to keep term for semester IV irrespective of number of head of failure in the semester III.
A learner shall be allowed to keep term for semester V If he/she passes Semester I, Semester II, Semester III & Semester IV.
OR
A learner shall pass Semester I and Semester II and fails in not more than four courses of Semester III and Semester IV taken together with not more than two courses at each of Semester III & Semester IV (For Arts and Commerce only)
A learner who fails in not more than six courses of Semester III And Semester IV taken together with not more than three courses at each of Semester III & Semester IV(For Science faculty ,for all subject, carrying 900 or more marks)
OR
A learner who fails in not more than four courses of semester I and Semester II taken together with not more than two courses at each of Semester I & Semester II (For Arts and commerce only)

A learner shall be allowed to keep term for semester VI irrespective of number of course of failure in the Semester V
Additional Examination
There will be one additional examination for semester I, II, III, and IVfor those who have failed or remain absent.
Additional Examination for Semester I and Semester II be held after the conduction of Semester II Examination in March/April every year and Additional Examination for Semester III and Semester IV be held after the conduction of Semester IV Examination in March/April every year. However, Additional Examination for Semester Semester II and Additional Examination for Semester IV be held after 20 days and before 40 days of declaration of result of the respective Semester End Examination.
